Magic Layers is a small tool that allows you to create icons, by using existing ICO or BMP files and applying layers to them. You can specify a background color as well as preview your new icon in real-time as you work. The resulting file can be saved as ICO, BMP or as a project file, allowing you to continue work or modify it at a later time.
